Duties and Responsibilities

Job Description

Country Logistics Coordinator

Location: Harare Country Office (CO)

The Country Logistics Coordinator has the main responsibility to plan, direct and coordinate logistics systems, functions and related operations. Working with the Administration & Procurement Coordinator (APC), the Administration Department and Programm Area (PA) based logistics personnel, the incumbent will oversee and manage the logistics operations activities of Plan Zimbabwe with regard to requirements of Program Area and the Country Office.

Accountabilities:

Fleet Acquisition and Disposal

Recommends fleet (motor vehicles and motor cycles) acquisition strategies in order to ensure that the specifications are in line with requirements.
Ensure all new fleet acquisitions are received, tested, licensed, insured and branded before being dispatched to points of use.
Recommend fleet disposal strategies in line with industry best practice and Plan International policies and procedures.
Ensure the maximisation of fleet resale values at the end of its operating life through compliance with manufacturer maintenance recommendations and guidelines.

Fleet Management Documentation, Records and Reporting

Develop, review and improve fleet management systems and records to ensure important information is available for decision making at all times.
Ensure all fuel tracking and fleet maintenance records are being maintained correctly in all Plan International Zimbabwe offices.
Ensure fleet asset records are correctly captured in SAP at all times.
Undertake routine reviews of fleet management records in all Plan International offices to ensure compliance with requirements.
Compile the quarterly Country Vehicle & Fuel Management Report for onward submission to Regional Office.
Compile management reports from all available documentation, records and reports. Make recommendations to management at regular intervals on fleet management issues.

Fleet Utilisation Monitoring and Management

Design and implement processes designed to measure effective utilisation of the Plan International Zimbabwe fleet.
Lead the adoption of automated fleet management tools for effective planning, data collection and analysis.
Review monthly fleet utilization reports and takes appropriate measures to address anomalies.
Develop cost charge sheets to ensure full cost recovery of costs and apportionment of costs for vehicle usage in line with financial guidelines.
Recommend procedures for the safe storage of the Plan International Zimbabwe fleet when not in use.

Fleet Maintenance

Ensure that Plan International Zimbabwe fleet is in peak operating condition at all times.
Identify and implement effective preventative maintenance programs for the Plan International Zimbabwe fleet to ensure longevity, maximum availability and cost effectiveness.
Ensure the development and adoption of preventative maintenance procedures to be implemented by all offices in Plan International Zimbabwe.
Identify and facilitate agreements with reputable service providers to be utilised by all Plan International Zimbabwe offices for preventative maintenance.
Develop processes and procedures to be implemented by all Plan International Zimbabwe offices for the effective tracking of issues identified and reported during preventative maintenance. Ensure that relevant corrective actions are implemented timely and appropriate records maintained.
Minimise fleet downtime by facilitating reactive maintenance services such as towing, recovery and emergency repairs to ensure timely interventions when fleet breakdowns occur.

Coordinating Functions

Ensure that all logistical arrangements are put in place for organisational functions and events.
Coordinate with relevant departments to provide support for events and functions.

Transportation Management

Ensure reliable, appropriate and safe transport is available for the transportation of staff, associates and goods at all times.
Working with project managers, technical leads and HODs to plan their transportation requirements.
Efficiently evaluate the costs of transportation services within any budget or program strategy.
Recommend and review transport arrangements used by Plan international Zimbabwe in order to ensure that safety, cost-effectiveness and timeliness aspects are well considered.
Negotiate favorable agreements with transportation providers where required.
Working directly with PA, APCs and Administrations Assistants collecting data to consolidate country fleet management reports.
Directly supervises CO drivers.

Qualifications and Experience

Knowledge:

Possess a formal qualification in Logistics, Fleet Management or Transport & Logistics, Business Management, Purchasing and Supply Management.
Proven skills in using computer systems to generate reports.
5 years’ experience in a similar role.
