Job Description


OVERALL JOB PURPOSE
To implement and coordinate planned compliance review activities to ensure adherence with ethical and regulatory standards

Duties and Responsibilities

• Makes inputs and recommendations in the formulation and implementation of Monitoring and evaluation policies and programmes of the Authority to facilitate the realization of PRAZ's mandate in line with the Act.
• Participates in the development of a strategy, budget and action plan for the Monitoring and evaluation department in line with the overall strategy of the Authority
• Manages all the compliance projects and activities of the Authority
• Contributes to the design and implementation of the approved monitoring and evaluation policies, processes, systems, controls and operating mechanisms to promote effective and efficient delivery of the Authority's mandate
• Identifies gaps and makes recommendations to align PRAZ's monitoring and evaluation processes and practices with relevant legislation and industry best practices
• Submits monthly, and quarterly reports on the department's performance to the Monitoring and Evaluation Director
• Assesses compliance of the procuring entities processes and operational risk in order to develop risk management strategies.
• Develops and disseminates written policies and procedures related to compliance activities subject to approval
• Develops and proposes an annual compliance monitoring plan and budget subject to approval by the Monitoring and Evaluation Director.
• Serves as a point of contact for procuring entities and contractors seeking clarifications on the application of the law in public procurement processes
• Maintains documentation of compliance activities such as complaints received, investigations conducted and the outcomes
• Reviews public procurement communication such as advertisements to ensure that there are no violations of standards or regulations
• Prepares periodic management reports regarding compliance operations and progress.
• Maintains a register of procuring entities' procurement management units and public procurement practitioners licensed
• Assists in responding to queries and requests for clarifications by any Board Committee on matters related to compliance
• Assists in the implementation, tracking and reporting on the progress regarding implementation Board resolutions relating to compliance, monitoring and evaluation
• Inputs into the preparation of the departmental budgets
• Supports cross-functional exchanges and operations among the departments

Qualifications and Experience


• Minimum of a Master's Degree in Procurement, Law or
Administration from an accredited tertiary institution
• A minimum of five (5) years post-qualification relevant work experience, two (2) years of which must be in a Senior Management position in a reputable institution
