Job Description

REPORTS TO : PERMANENT SECRETARY
DEPARTMENT : HOUSING DEVELOPMENT
STATION : HEAD OFFICE

Duties and Responsibilities

1. Oversee the formulation, implementation and review of Rural and Urban Housing Development strategies, programmes, policies, guidelines and regulations at national level and ensure that they are in sync with the Ministry's Strategic Plan and national development goals and aspirations.
2. Facilitate the development of funding strategies for Rural and Urban Housing development programmes.
3. Superintend over the development of strategies that ensure sustainable urban and rural housing and social amenities development in consultation with local authorities, relevant Ministries and other stakeholders.
4. Oversee the development of frameworks that align with international protocols and conventions on urban housing and social amenities development.
5. Superintend over the development of National Housing and Social Amenities standards and ensure compliance.
6. Coordinate the preparation and implementation of model housing and Development Plans for rural and urban settlements.
7. Oversee the regularisation of housing developments including housing cooperative schemes in consultation with other relevant Ministries.
8. Superintend over the provision of affordable housing and social amenities infrastructure in the country.
9. Facilitate liaison with Local authorities, relevant Ministries and other stakeholders in Rural and Urban Housing Development Programmes.
10. Maintain linkages with Development Partners to create Public Private Partnerships for the benefit of the Ministry.
11. Oversee the production of Ministry reports on Housing Development programmes and projects and the state of housing in the country.

Qualifications and Experience

• At least a Master's degree in Rural & Urban Planning or equivalent
• Certification and/or licensing with a relevant professional accrediting organization will be an added advantage
• At least two (2) years relevant experience at Director Level or equivalent in the Housing Development and/or Social Amenities delivery sector.
• Sound knowledge of current National Development policies.
• A thorough understanding of the Human Settlement Policy, Rural and Urban Planning Act and Local Authorities By-laws.
• Appreciation of Contract Administration law
• Willingness to travel widely within and outside the country
• Ability to communicate and network with a broad spectrum of stakeholders
• Strong leadership skills
Ability to employ information communication technology in the monitoring of Rural and Urban Housing Development programmes
