The Public Service Commission is inviting applications to NI the vacant posts of Director - National Water Sanitation and Hygene, Director-Water Resources Planning and Development; Director, Water Resources Management and Deputy Director-Land Information Management System (Lams); as detailed below:

DEPARTMENT : HUMAN CAPITAL PLANNING AND SKILLS DEVELOPMENT
PREAMBLE
The Chief Director, Human Capital Planning and Skils Development (F2) post is a very senior post within the Misty with the incumbent reporting to the Permanent Secretary. The post has huge responsibilities and gill be overseeing the development of appropriate skills nix to meet the county's existing and future requirements. As such, the Chief Director will be responsible for the following Departments
a) Quality Assurance and Standards
b) Tertiary Education Programmes
c) Higher Education Programmes, and
d) Zimbabwe National Commssion for UNESCO.

The Ministry carried out a Skills Audit in 2018 which was aimed at assessing the stalls levels in various professions. The Skills Audit Report revealed hat there were gaining stalls gaps which urgently needed to be closed. The incumbent will therefore be required to locus on addressing the identified skills gaps and skills required in the future. The incumbent will also be required to play a critical role in the following'
a) Reconfiguring Higher and Tertiary Education tom Education 3.0 to Education 5.0 to produce goods and services;
b) Produce graduates for the 21st Century market with strong academic qualifications and strong employability skills;
c) Facilitate a conducive teaching, learning and living environment through the provision of
internationally competitive physical infrastructure (university town and cites) for higher and tertiary education institutions; and
d) Develop financial instruments that improve students' entente to higher and tertiary education institutions.

Duties and Responsibilities

Interested and qualified candidates are invited to apply for to vacant Chief Director, Human Capital Planning and Skills Development (F) post.

DUTIES AND RESPONSIBLITIES
1. Superintend over the formulation and review of a nations Skills Development Policy for
the country,
2. Spearhead the conduct of Skills Audis and yearly reviews in order to identify critical needed for he county's development agenda;
3. Develop policies that would lead to the increased development of specific skills to address critical skills shortages;
4. Institute the carrying out of comparative studies to Identify areas with shortages of the critical skills and craft policy interventions for informed stalls development in he county's higher and tertiary education sector ;
5. Coordinate the country's universities and tertiary education institutions (or the production
of graduates with critical skills;
6. Drive the forecasting and quantification of future skills needs of the country and come up with programmes to develop hose skills in order to address the county's development agenda;
7 Advise the National Manpower Advisory Council (NAMACO) on the development of required skills mix to champion the development agenda;
8 Engage the Zimbabwe Manpower Development Fund (ZIMDEF) for funding of the acquisition of skills that are in shortage;
9. Identify critical skills shortage areas that can benefit from scholarships from abroad and local;
10. Lose with scholarship providing parties for the country to benefit in critical stalls shortage areas.
11. implement Higher and Tertiary Education Programmes that lead to industrialization and modernization and implement the Heritage based philosophy in the context of Education 5.0;
12. Maintain linkages with industry and Development partners to create Public Private Partnerships for the benefit of the Ministry.
13. Manage the Department's human and finacial resources.

Qualifications and Experience

QUALFICATIONS, EXPERIENCE AM ATTRIBUTES
• Bachelor's degree in Human Resources Management / Business Administration / Education/ Policy Planning or related equivalent qualification.
• A Master's degree in the above mentioned field(s) is a must.
• A Relevant PhD Degree would be an added advantage.
• Should have at least 10 years of relevant experience and a minimum of 2 years in the Director or equivalent grade.
• Possess an in-depth knowledge of the education sector.
• Possess research, technical and analytical skits.
• Should have good communication
• Be prepared to travel widely within and outside he county.
• Should show ability to work under pressure with limited supervision.
• Should have the ability to build trust and teamwork.
